Coordinator of Human Resources

The Human Resources Coordinator 3 is responsible for the coordination of human resources transactions for all Tennessee College of Applied Technology – Jackson campuses. This position also serves as the human resources representative to TBR, contractors, maintenance vendors and suppliers who service the campus.

Required Qualifications

1.
Technical Diploma or Associate Degree required. Bachelor’s preferred.
2.
Five years of work experience in business or industry with a general knowledge of word processing, bookkeeping, accounting, and human resources.
3.
Knowledge of computer and on-line record systems.
4.
Ability to tactfully communicate with employees and the public at all levels while maintaining a high level of confidentiality.
5.
Ability to design and maintain record keeping systems.
6.
Ability to read and interpret policy manuals.
7.
Knowledge of modern office practices and procedures.
8.
Knowledge of principles and practices of accounting and budgeting.
9.
Ability to express ideas clearly, concisely, and convincingly.
10.
Ability to prepare written procedures.
11.
Ability to establish and maintain an effective working relationship with other employees.
12.
Ability to prepare and monitor budget development and monetary controls.
13.
Strength requirements (physical demands) - Mental and Visual Demand:
a.
Sedentary work – involves sitting some of the time; involves mobile accessibility to entire school and off-campus locations.
b.
Requires mental and visual attention to detail.
c.
Must be able to operate a vehicle and have a valid driver’s license.

Responsibilities

1.
Work with Coordinator of Fiscal Services to prepare proposed, revised and estimated personnel budgets.
2.
Maintain personnel budgetary account balances.
3.
Responsible for new hiring process: job posting, applicant screening, hiring committee selection, and interview scheduling.
4.
Process payroll and benefits for employees on all TCAT Jackson campuses.
5.
Prepare employment contracts for all personnel.
6.
Coordinate and monitor new hire orientation; prepare benefits paperwork.
7.
Maintain all staff personnel files, ensuring compliance of security standards and applicable laws/regulations.
8.
Maintain all staff personnel files an related documents to ensure documented compliance with accrediting agencies.
9.
Establish, maintain, and ensure appropriate records for hiring procedures as required by EEO, ADA.
10.
Process background screening and reference check on final applicants.
11.
Maintain service award/longevity award files, schedule awards.
12.
Communicate with all levels of institutional departments, interacting with faculty, staff, and TBR to obtain or provide employment and benefit information.
13.
Prepare required human resources reports to the Tennessee Board of Regents and outside agencies.
14.
Process leave requests/reconciliations, compensatory time, and timesheet approvals in TBR Portal.
15.
Submit new hire information to Service Center for TBR Portal access and leave report/timesheet functionality.
16.
Enter new hire information into Edison for benefits enrollment.
17.
Monitor worker’s compensation and unemployment claims.
18.
Maintain employee handbook.
19.
Process FMLA and employee accommodations requests and maintain documentation.
20.
Coordinate staff annual evaluation process.
21.
Monitor compliance with state and federal guidelines; maintain proper documentation and employee files; prepare for state and federal audits.
22.
Process/monitor Affirmative Action Plan.
23.
Travel to off-campuses, when needed, for employee benefit assistance.
24.
Conduct employee exit processes.
25.
Other duties as assigned by President.

Skills

This position requires interpretation and problem-solving skills concerning a variety of issues including accounting, budget, and human resources. Must be proficient in mathematical operations and possess good language and communications skills. Must be able to interpret a variety of instructions furnished in written and oral form. Must be proficient in Microsoft Suite software.
