Fiscal Services Coordinator 4

The Coordinator of Fiscal Services reports to the President and is responsible for coordination of all business and fiscal affairs of the institution. The coordinator plans, directs, and reviews the activities and operations of general accounting, budgeting, financial reporting, purchasing, campus information technology, security, and facilities as well as coordinates assigned activities with other College operations and outside agencies.

Classification: Full-time Administrative – Exempt – Salary

Office Location: TCAT Jackson, 2468 Technology Center Drive, Jackson, TN 38301

Hours: 8:00 am-4:30 pm, Monday through Friday, or as needed to fulfill duties of the position.

Supervises: Accounts Payable, Accounts Receivable, Bookstore/Accounting Clerks on all campuses.

Required Qualifications

Bachelor's Degree in accounting or a related field plus 3 years full-time experience in business and industry accounting or educational/governmental accounting; Bachelor’s degree with 1 year of college accounting plus 5 years full-time experience in business and industry accounting or educational/governmental accounting
Ability to provide high quality customer service to currently enrolled and prospective students.
Proficient in computerized accounting systems and software programs to access data, maintain records, generate reports and communicate with others.
Able to analyze and solve simple and complex problems.
Supervisory experience and the ability to build and lead a cohesive and high functioning team.
Strong mathematical skills.
Ability to interpret complex governmental regulations, to communicate effectively in written and spoken English, to relate to a diverse faculty, staff, and student population.
Ability to exercise good judgement in evaluating situations and making decisions.
Working knowledge of Microsoft Word, Excel, Access, and PowerPoint.
General knowledge of budgeting and centralized purchasing procedures.
Possess valid TN driver’s license.
Willing to travel as needed.

Preferred Qualifications

Working knowledge of Quickbooks.

Working knowledge of Ellucian Banner.

Responsibilities

The Coordinator of Fiscal Services is the supervisor responsible for conducting and/or managing Fiscal Services' personnel to perform the following: 

Supervision of all fiscal services, accounts payable, accounts receivable, bookstore/accounting clerks on all campuses.

Assists auditors during institutional audit periods;
Assists in reconciliation of Pell and HEERF disbursements;
Assists in the registration of new and returning students and the collection of tuition and fees at the beginning of each trimester;
Coordinates information for financial statements;
Maintains compliance with Federal, State and TBR mandates pursuant to overall Fiscal Services accountability;
Oversees and participates in the compilation and timely submission of quarterly and annual reports such as IPEDS and COE;
Plans and employs strategies annually for quantifiable fiscal, human resources, and maintenance improvements to meet the goals of the TCAT strategic plan and TBR initiatives;
Ensures facilities are well-maintained, being resourceful with funding
Provides innovative leadership, vision, planning, supervision and evaluation for all personnel and services provided by financial services & purchasing, information technology, human resources, and maintenance. 
Implements a system that provides opportunities for orientation, evaluation, support, and professional growth for all staff in accordance with TCAT policies. 
Coordinates assigned activities with those of other internal college areas and outside organizations and agencies
Coordinates and directs a budget development process that is built on effective and responsive communication that results in a spending plan reflective of TCAT Jackson’s strategic plan. 
Directs the preparation of financial reports as required by law; prepares various financial reports and analyses as requested by higher level management in a timely manner. 
Reviews, evaluates, and recommends improvements to the College's accounting and financial internal control systems and procedures to safeguard the assets of the College;
Acts as liaison with state and federal entities, accrediting associations, other institutions of higher education, community agencies, and business and industry. 
Serves on college committees and the Executive Leadership Team;
Assists in writing grant proposals and managing grant funds;
Communicates an accurate image of the College to the public;
Maintains confidentiality of information exposed to in the course of business regarding students, supervisors or other employees;
Fulfills annual accreditation duties in the assigned areas.
Performs additional duties as assigned by the President.

Background checks will be completed on all new hires. Instructors will be asked to sign a background release authorizing TCAT Jackson to complete a background check which will include the following: Sex Offender Registry, County Criminal & Federal Criminal.

Physical Demands and Working Conditions (ADA REQUIREMENTS)

Walking, climbing, bending and stooping. Work performed in office, testing center and classroom environments. Position requires the use of a computer.

Sedentary Work – Walking or standing to a significant degree; sitting for brief periods of time; be able to bend and stoop; use body members (arms, hands, fingers).

Salary Range

Commensurate with experience, education and training according to Tennessee Colleges of Applied Technology salary guidelines.
